Obviously children aged three, four, five and six are not obligated to fast, but to "get in the face" of fellow worshippers who are actually fasting, by waving food around in front of their eyes, is terribly inconsiderate. It's hard to fast, especially in the kind of hot climate we "enjoy" here during the month of Tishrei.
